Strategic Information Advisor
Position Summary: The five-year USAID RESPOND project is aimed at improving HIV/AIDS services among Most-at-Risk Populations in Ukraine. The RESPOND project provides technical assistance and capacity development support to Ukrainian organizations to implement HIV/AIDS activities, with a focus on prevention; and helps these entities become state-of-the-art organizations. FHI 360, as a partner in the RESPOND program, seeks a Strategic Information Advisor to provide technical leadership in monitoring and evaluation, service mapping, and effective data use. S/he will strengthen monitoring and evaluation capacity of Ukrainian HIV/AIDS institutions, provide technical leadership to the collection and use of strategic information and oversee the mapping of services for HIV prevention with key populations in Ukraine.
Specific Responsibilities:
- Provide technical leadership on collection, use, and dissemination of strategic information across national stakeholders, program grantees and the Project RESPOND team.
- Lead technical activities for RESPOND including data use and decision making meetings, service mapping, development and use of regional profiles, and development and use of the National Strategic Information Resource.
- Provide expert support to the technical components of the project as related to implementation science, data use and decision making and evaluation of strategic information.
- Provide training to partners on strategic information, data demand and use for decision-making, service mapping, the use of RESPOND-created and other strategic information resources, as well as other relevant topics;
- Ensure that sound, relevant strategic information is available for the RESPOND team to make critical data decisions, effectively support grantees, and provide to relevant stakeholders.
- Provide routine data to program staff to make informed and timely use of data for program decisions.
- Work directly with key program partners to ensure that program activities meet their needs and expectations
- Provide regular program reporting for all strategic information activities within and outside of the program
- Represent the project in relevant technical working groups.
Qualifications:
- At least 5 -7 years of relevant experience in evaluating and monitoring HIV/AIDS programs.
- Strong knowledge of methods for program monitoring, program evaluation, and operations research.
- Demonstrated experience designing, implementing and/or testing HIV/AIDS services, and using evidence for learning and adapting programming.
- Demonstrated experience in building capacity of government and nongovernment/civil society actors.
- Experience with evaluation and research design, data collection and analyses, indicator construction, GIS, curriculum development.
- Proficiency in English; Fluency in Russian or Ukrainian
